According to the New York State Department of Taxation and Finance, the state is set to begin mailing one-time inflation refund checks to over 8 million residents at the end of September 2025. These checks, a component of the 2025-2026 state budget, are designed to provide relief to residents who have been affected by increased sales taxes due to inflation. Eligible New Yorkers do not need to apply; the checks will be sent automatically to qualifying individuals.
“We will begin mailing refund checks to eligible taxpayers at the end of September 2025. Over 8 million New Yorkers will receive refunds, and this large volume of checks will be mailed over a multiple-week period. You may receive your check sooner or later than your neighbors, as mailings are not based on zip code or region. We cannot provide a specific delivery schedule, and our Contact Center representatives will not have additional information on the status of your check,” the Department of Taxation and Finance states.
To be eligible for a refund, you must have been a full-year New York resident in 2023 and filed a Form IT-201, New York State Resident Income Tax Return, for that year. Additionally, you must have reported income within the specific qualifying thresholds and not have been claimed as a dependent on another taxpayer’s return. The refund amount varies based on your 2023 income and filing status.

For single filers, a New York Adjusted Gross Income (AGI) of $75,000 or less qualifies for a $200 refund, while an income between $75,000 and $150,000 nets a $150 refund. Married couples filing jointly with an income of $150,000 or less will receive $400, and those with an AGI between $150,000 and $300,000 will get $300. Other filing statuses, such as married filing separately, head of household, and qualifying surviving spouse, have their own income and refund brackets.
The checks will be mailed to the address on file with the Department of Taxation and Finance, typically the one used for your most recently filed tax return. If you have moved and need to update your address, you can do so through your Individual Online Services Account.
These refunds will be issued as physical checks and will not be automatically deposited, even if your previous income tax refunds were. The refund amount will also not be applied to any outstanding debts. Taxpayers who did not file a 2023 New York resident income tax return or were only a part-year resident are not eligible for this refund.
