U.S. Department of State Report Highlights Concerns Over Nepal’s Religious Freedom

On Wednesday, the United States Department of State’s Office of International Religious Freedom released its comprehensive report for 2023, highlighting the state of religious freedom in Nepal. The report examines the intricate balance between Nepal’s secular constitution and the protection of ancient religious practices, alongside the challenges faced by religious minorities.

Nepal’s constitution establishes the nation as a secular state, uniquely defining secularism as the protection of religion and culture from time immemorial. This definition has sparked debates, as the constitution simultaneously prohibits religious conversions and any religious behavior that disrupts public order or morality. The report notes that these provisions have led to concerns among human rights and minority religious groups, who fear that such laws could be misused against them.

The report documents several incidents of religious intolerance, including the arrest of individuals for cow slaughter, which is prohibited in Nepal due to the animal’s sacred status in Hinduism. It also details clashes between religious groups and instances of vandalism against churches, indicating a rise in inter-religious tensions.

The Nepali government’s practices, such as the difficulty in registering religious NGOs and the prioritization of funding for Hindu temples, have raised concerns about systemic discrimination. The report also sheds light on societal discrimination, particularly against Dalits and religious minorities, who face pressure to conceal their faith and advocacy for greater religious inclusion.
