The Nepal Police received recognition at the 2025 Problem-Oriented Policing Conference, held in Madison, Wisconsin, USA, from October 13-15, 2025. Organized by the Center for Problem-Oriented Policing at Arizona State University, the conference highlights innovative policing strategies addressing community issues.
The Nepal Police was honored for their Community-Police Partnership Program, which focuses on protecting women and girls by tackling the harmful cultural practice of Chhaupadi in Marku Village, Achham, Nepal. Chhaupadi involves isolating women and girls during menstruation, often in unsafe conditions, and is rooted in traditional beliefs in parts of Nepal.
Their project, titled “Community Police Partnership for Social Transformation: Combating Chhaupadi in Marku Village, Achham, Nepal,” was ranked among the top six problem-solving police initiatives globally. The initiative emphasizes collaboration between police and local communities to promote social change and protect vulnerable populations.

Other top-ranked programs included efforts from police forces in the United States, the United Kingdom, and New Zealand, addressing various local challenges through innovative policing. Representing the Nepal Police were Deputy Superintendent of Police (DSP) Kiran Jung Kunwar, DSP Ishwari Prasad Bhandari, and Police Inspector (PI) Pratima Karki, who presented the project at the conference.
The award, named after Herman Goldstein, a renowned American criminologist and the founder of Problem-Oriented Policing, is presented annually to recognize outstanding contributions to this policing approach.
Goldstein’s principles, which emphasize identifying and addressing the root causes of community problems, are widely adopted by police organizations globally, including the Nepal Police.
