Mayor’s Management Report Shows NYC Crime Plummets to Historic Lows in 2025, but Forcible Rape Cases Surge

New York City saw a significant decrease in major crime categories during Fiscal Year 2025, with some statistics reaching historic lows, according to the Mayor’s Management Report (MMR) released today. However, the report also detailed a notable increase in forcible rape incidents, attributed to a change in state law.

Data from the New York City Police Department (NYPD) indicates that major felonies, shootings, and murders have all seen significant declines. Murders fell below one per day for the first time since before the pandemic, and homicides in Manhattan dropped by 46% during this period. Overall, major felonies decreased by 5.7% compared to 2024, and the average response time for critical crimes in progress was reduced by 14 seconds.



The MMR highlights that subway crime is at record lows, even as ridership has grown. Overall transit crime from June 1 to August 31 was down nearly 10% from 2024. In August, robberies in the subway system were down 34%, and transit felony assaults were down 21% this summer compared to the same period in 2024. The report also noted a 24% decrease in overall traffic fatalities, while narcotics arrests and youth arrests for major felonies saw increases of 11% and 16%, respectively.

While most crime categories are down, the report highlights a significant increase in forcible rape incidents. This rise is attributed to a change in the New York State Penal Law that broadened the scope of the offense, leading to a 62% increase in reported cases compared to Fiscal 2024. The annual figures show an increase from 980 in Fiscal 2021 to 1,741 in Fiscal 2025.

The increase was also seen in specific subcategories. Domestic violence-related rape incidents rose by 25% in Fiscal 2025, continuing a steady increase over the past five years. Additionally, school-related forcible rape cases increased from 6 in Fiscal 2024 to 17 in Fiscal 2025.

The document notes that some of these cases were from prior fiscal years where victims came forward to report incidents. The NYPD is encouraging survivors of sexual assault to continue to come forward.
