U.S. Citizenship and Immigration Services (USCIS) has rolled out new fees for various immigration applications, including asylum and Temporary Protected Status (TPS), effective July 22, 2025. The comprehensive details of these changes were published in the Federal Register on Tuesday, July 22, 2025. These new fees are based on President Donald Trump’s “big, beautiful bill.”
Applicants must include these new fees with any applications postmarked on or after July 22, 2025. USCIS is providing a one-month grace period; however, the agency warns that any forms submitted without the correct fees and postmarked on or after August 21, 2025, will be rejected. A notice, published in the Federal Register today, provides further information on fee implementation, payment procedures, and the consequences of non-compliance.

Asylum Applications
A new $100 fee is imposed for filing Form I-589, Application for Asylum and for Withholding of Removal. This initial fee for aliens filing an asylum application comes with no fee waiver available. Furthermore, an annual $100 “Annual Pending Asylum Application Fee” will be required for each calendar year an asylum application remains pending, payable online only, also without a fee waiver.
For applications filed after October 1, 2024, and pending for 365 days, this fee will apply on the one-year anniversary of the filing date and annually thereafter. For applications pending as of October 1, 2024, the $100 fee will apply if the application is still pending with USCIS by September 30, 2025, but it will not be applied for previous years the application was pending.
Employment Authorization Documents
Initial Asylum Applicant EADs (c)(8): A significant change sees a new combined fee of $550 for initial I-765 applications for asylum applicants, with no fee waiver available.
EADs for Parolees: For initial I-765 applications for parolees, including those under 212(d)(5)(A) Parole, the combined fee is $550, with no fee waiver. The validity for parole-based EADs is generally one year. Renewal or extension applications for parole-based EADs will also incur a $275 fee.
EADs for TPS Holders: For initial I-765 applications for TPS holders, the combined fee is $550. Renewal or extension applications for TPS-based EADs will cost $275. These EADs are valid for one year or the duration of the TPS designation, whichever is shorter.
Temporary Protected Status (TPS)
The initial TPS registration (Form I-821) now carries a fee of $500, in addition to a $30 biometric services fee, though the biometric fee may be eligible for a waiver.
The current notice published in the Federal Register does not encompass all forthcoming fee changes. Other fees, including non-immigrant visa integrity fees, are expected to be addressed in the coming days due to the complexities involved in their implementation and the necessary coordination with the Department of State.
