The report indicates that the United States Embassies and Consulates overseas issued a record-breaking number of nonimmigrant visas (NIVs) in fiscal year 2023, surpassing 10.4 million globally. Half of the U.S. missions processed their highest total of NIVs, with March 2023 witnessing over one million nonimmigrant visas issued in a single month for the first time since 2017.
Efficiency gains have been realized through the introduction of interview waivers during the pandemic. Coordination with the Department of Homeland Security allowed for the waiver of in-person interviews for key visa categories, including students and temporary workers crucial to U.S. industries and supply chains. This approach has not only reduced interview appointment wait times but also contributed to national security decisions.
Approximately 40 percent of the 10.4 million travelers who received U.S. nonimmigrant visas in the past year did not require an in-person interview, freeing up crucial interview slots for first-time applicants and others in need.

Prioritizing international student mobility, the department issued 830,000 student and exchange visitor visas in FY 2023, marking the highest number since FY 2016. This includes a new record of nearly 40,000 visas issued to African students.
In support of the U.S. economy, the department processed a record-breaking 442,000 visas for H-2A and H-2B temporary workers in 2023. Additionally, 365,000 nonimmigrant visas were issued to airline and shipping crewmembers (C1/D), essential for maintaining international transportation and supply chains.
The United States remains an attractive work environment for foreign talent, with 590,000 nonimmigrant and immigrant visas issued to high-skilled workers and executives. Notably, the issuance of EB-3 visas in FY 2023 doubled compared to FY 2019, addressing the needs of crucial healthcare workers.
The Diversity Visa program, launched in 1990, continued to promote and maintain diversity in the United States by issuing all available Diversity Visas during the DV-2023 program year.
Enhancing National Security and Navigating Visa Interview Wait Times
The Department of State has enhanced U.S. national security through streamlined processing, collaborating with federal government partners through the National Vetting Center. This collaboration has significantly reduced the number of visa applicants awaiting administrative processing on security grounds while upholding strict national security protections.
